Age and Consent Rules
- Tattoo: 18+ absolute (criminal offence under Tattooing of Minors Act 1969).
- Piercing: consent allowed, parent must be present.
- Intimate piercing: 18+ only.
- England: Tattooing anyone under 18 is a criminal offence under the Tattooing of Minors Act 1969.
Licensing Requirements
- Practitioner registration required (Practitioner Registration Number).
- England: One-off registration with local council required for both practitioner and premises (LGMPA 1982 Part VIII has no statutory renewal). Some councils charge an annual administrative fee — check your local authority. ICO registration mandatory.
